Progress Made by Liberia and Next Steps to Accelerate the Implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030 and its Programme of Action in Africa: Liberia has made significant strides in advancing disaster risk reduction efforts and aligning with the objectives set forth in the Sendai Framework for Disaster Risk Reduction 2015-2030 and its Programme of Action in Africa. Through multi-stakeholder collaboration, capacity-building initiatives, and policy reforms, Liberia has taken tangible steps towards building resilience, enhancing preparedness, and reducing vulnerabilities to disasters. Essential Progress Made by Liberia: 1. Institutional Strengthening: Liberia has established robust disaster risk reduction institutions, policies, and frameworks to enhance coordination, knowledge-sharing, and response capacities at national and local levels.

  • The National Disaster Risk Management Policy 2012 and Revised 2024
  • The ACT of Legislation to establish the National Disaster Management Agency 2016
  • The Gender Policy for DRR

 

Disaster Risk Knowledge and Integration of DRR into Educational Curriculum:

  • Liberia developed the Liberia Disaster Loss Data Base
  • Development of Hazard Maps and Risk Profile
  • Integration of DRR Education in Primary, Secondary and Tertiary Levels

 

Mainstreaming of the Sendai Framework for DRR Liberia has established platforms for multi-stakeholder engagement and coordination, developed public-private partnerships to fund and implement risk reduction projects, facilitated knowledge-sharing and capacity-building activities among partners, and ensured transparency and accountability in financial transactions and decision-making processes.

  • National Platform for DRR activated.
  • Establishment of a Technical Committee for DRR at sectoral levels
  • Decentralization of DRR at both sub-national and local community levels

 

Response and Preparedness: Early Warning Systems: Liberia has established the National Multi Hazards Emergency Operation Center (the center is not adequately effective due to limited equipment, capacity and logistics)

  • Utilization of a community-based early warning approach
  • the African Union AMHEWAS Situational Room Early Warning Systems
  • Development of the Multi Hazard Contingency Plan for Disaster Preparedness and Response
  • Risk Communication Strategy for DRR developed

 

2. Community Engagement: Liberia has prioritized community-based approaches, empowering local stakeholders, including women, youth, and vulnerable groups, in disaster risk management practices and resilience-building initiatives.

  • Constitution of Community Base Organizations for DRR
  • Constitution of Community Base Early Warning Initiatives
  • Training of volunteers and Community Leaders to champion the cause of DRR initiatives at community Levels

 

Risk-Informed Development: To some extent, Liberia has integrated disaster risk reduction considerations into development planning, infrastructure projects, and land use regulations to mitigate risks and promote sustainable outcomes.

  • The Development of the National Disaster Risk and Resilient Strategy (2020-2025)
  • The Development of the National Action Plan for Disaster Risk Reduction
  • As compared to the previous years, this year 2024, the Government of Liberia has allocated budget for disaster preparedness and response,

 

Capacity Building: To some extent, Liberia has conducted and also benefited from training programs, workshops, and awareness campaigns to enhance the skills, knowledge, and capacities of government officials, first responders, and communities in disaster risk reduction.

 

Despite these advancements, we must acknowledge the difficulties hindering our path to meeting the Sendai Framework targets by 2030 and implementing the Program of Action. 

1. Financial Constraints: Securing sufficient funding for disaster risk reduction remains a considerable challenge, particularly for low-income and underprivileged nations and at-risk communities. 

2. Knowledge Gaps: Inadequate data on disaster risks hinders effective decision-making for disaster risk reduction strategies. 

3. Climate Change Challenges: The increasing impact of climate change, now evident in more frequent and severe disasters, poses a rising threat to our resilience efforts. 

4. Governance and Collaboration: Effective coordination among stakeholders at national and local levels is significant for successful Sendai Framework execution. 

 

To overcome these challenges and hasten progress towards the 2030 Sendai Framework objectives, we will capitalize on the following opportunities: 

1. Strengthen partnerships and enhance collaboration with civil society organizations, international bodies, NGOs, business organizations and government at local and national levels. This can accelerate resources, expertise, and knowledge for effective disaster risk reduction. 

2. We will embrace advanced technologies like AI, big data analytics, and remote sensing to improve and transform disaster risk assessment, early warnings, and response mechanisms. 

3. Liberia will promote education, capacity building, and awareness programs that empower communities to adopt risk-informed practices and nurture a resilient mindset. 

4. Integrate disaster risk reduction into national development plans, climate strategies, and sustainable agendas that can foster resilience across all sectors.

 

Next Steps to Accelerate Implementation: In conclusion, Liberia remains committed to accelerating the implementation of the Sendai Framework for Disaster Risk Reduction and the Programme of Action in Africa through concerted action, innovation, and partnership. By building on our achievements, addressing existing challenges, and embracing new opportunities, we can collectively advance disaster resilience, sustainable development, and inclusive prosperity across the continent, leaving a lasting legacy of resilience for generations to come.
