PROGRESS MADE AND NEXT STEPS TO ACCELERATE IMPLEMENTATION OF THE SENDAI FRAMEWORK FOR DISASTER RISK REDUCTION 2015-2030 AND THE PROGRAMME OF ACTION FOR ITS IMPLEMENTATION IN AFRICA IN THE ECCAS REGION.
- PROGRESS MADE TO ACCELERATE IMPLEMENTATION OF THE SENDAI FRAMEWORK FOR DISASTER RISK REDUCTION 2015-2030
1. Regional study of hazards, vulnerabilities and risks in ECCAS region: database and maps realized;
2. Atlas of hydro-meteorological disaster risks in the 11 ECCAS Members States realized and made available among the 11 ECCAS Members States;
3. National Strategy and Action Plan for Disaster Risk Management for the Republic of Cameroon, Republic of Congo, Central African Republic, republic of Sao Tome & Principe and the republic of Chad elaborated and validated;
4. Organization from the 16 to 17 September 2024 at Sao-Tomé & of the 10th Annual Consultation on Disaster Preparedness and Response in Central Africa The consultation aimed to (i) monitor progress reported at the national level in terms of preparedness and response to natural disasters, with reference to the commitments made during the 9th ECCAS consultation in 2022 in Chad; (ii) promote the sharing of good practices based on lessons learned over the past two years, (iii) raise awareness among countries on anticipatory actions and (iv) formulate recommendations for countries and ECCAS aimed at improving performance in terms of preparedness and management of natural disasters.
5. Commissioning at the ECCAS Regional Climate Application and Prediction Centre (CAPC-AC) of a Situation Room for Multi-Hazard Early Warning and Early Action System (MHEWAS);
6. Appointment by UNDRR of an Early Warning Systems (EWS) and Disaster Operations Expert at CAPC-AC to:
- Support the establishment and operationalization of the ECCAS situation room and its integration to AMHEWAS;
- Adopt the standard operating procedures (SOPs) for access, exchange and analysis of DRR data and information;
- Develop early warning advisories and provision of early waring information and anticipatory action support to ECCAS Member States.
- NEXT STEPS TO ACCELERATE IMPLEMENTATION OF THE SENDAI FRAMEWORK FOR DISASTER RISK REDUCTION 2015-2030
1. Mobilization of financial resources to support the elaboration and validation of National Strategies and Action Plan for Disaster Risk Management of the remaining Members states (Gabon, RDC, Equatorial Guinea, Rwanda, Burundi);
2. Assistance in the recruitment of qualified and competent human resources in the field of DRR in the sub region
3. Collection of baseline data for the post Sendai decade (2005-2015) among ECCAS Member States;
4. Carry out, a sound and meaningful mid-term evaluation of the implementation of the Sendai Framework in the ECCAS region and as such, retarget processes towards a successful implementation of the Sendai Framework in ECCAS region by the year 2030
5. Putting in place of a regional platforms for Disaster Risk Reduction in the ECCAS sub-region
6. Strengthen Capacity of the DERNADR DRR/CCA Unit, in terms of resource mobilization to better support the operationalization of the CAPC-AC and to implement its DRR and climate adaptation objectives.
7. Establishment of four (04) staffs for a full deployment of DRM/CCA Service at the ECCAS Head Quarter as only one staff, the Head of Service, DRM/CCA is filled. The other 3 needed positions include DRR Expert, CCA Expert, and Junior Expert are lacking due to funding limitations. In terms of staffing, the priority is to fill the vacant 3 positions, possibly through project funding.
8. Provision of required Resources for a full, sound, smooth and meaningful functioning of the situation room commissioned at ECAAS Climate Application of Prediction Center that are:
- Technical: Weather forecasting models, hazard monitoring equipment (e.g., sensors, radar).
- Financial: Funding for infrastructure, anticipatory actions (contingency funds).
- Human Resources: Experts in meteorology, Disaster Risk Reduction (DRR), Emergency Response, and Communication.
